"شبابنا يقدر": مبادرة تشاركية لتمكين الشباب في محافظة القاهرة

تعاني مصر من الزيادة السكانية حيث أنها واحدة من أكثر الدول اكتظاظا بالسكان في الشرق الأوسط. ويعيش حوالي 82.5 مليون شخص تقريبا في عدد قليل من المدن فيها: القاهرة، الإسكندرية وبعض المدن الأخرى على ضفاف النيل. ويشكل الشباب ما يُقدر بحوالي ربع السكان، غير أنهم نادرا ما يشاركون في صنع القرار أو يتعاونون مع الحكومة لحل المشكلات أو حل القضايا التي تواجهها البلاد.
وطالما شارك المجتمع المدني المصري مع الحكومة كي يدعم دور الشباب في الحياة الاجتماعية والسياسية ويزيد مشاركتهم بوصفهم عناصر فاعلة على صعيد الحياة العامة، حتى يتم تعزيز مشاركتهم في العمل المدني. ومن ثم تم تنفيذ العديد من البرامج مثل مشروع "دعم المشاركة السياسية للشباب" والذي أطلقته مؤسسة نهوض وتنمية المرأة ADEW بالتعاون مع المجلس الثقافي البريطاني في مصر وشركاء آخرين لكي يتم تدريب الشباب المحليين للمشاركة في الانتخابات وتعزيز مشاركتهم السياسية.
وبالنسبة للشباب في محافظة القاهرة أطلقت وزارة السكان في أواخر عام 2013 مبادرة "شبابنا يقدر". ويهدف المشروع إلى تنمية وتطوير بعض المناطق العشوائية أو القديمة في القاهرة والجيزة، لكي يتم أخيرا تنمية وتطوير 4 أحياء بإجمالي 102 شارع بواسطة الشباب أنفسهم.
وتكمن ميزة هذا المشروع فيما يلي: أولاً أنه يضم الكثير من الشركاء مثل وزارة التنمية المحلية ووزارة البيئة ووزارة الشباب فضلا عن بعض الشركات وإتحاد المقاولين المصريين والكثير من منظمات المجتمع المدني، حيث يعمل الجميع لتحقيق هدف واحد يتمثل في تنمية وتمكين الشباب الذين يعيشون في القاهرة حيث أن المشاركة المجتمعية في حد ذاتها تعد حجر الأساس لتحسين مستوى المعيشة في المناطق المستهدفة ودعم أدوار الشباب في التنمية المحلية. وثانيا فـإن المشروع يتطلب متطوعين من الشباب أنفسهم كي يشاركوا آرائهم فيما يخص المناطق المستهدفة واحتياجاتها والأدوات المطلوبة وطرق التطوير لأخذ آرائهم في الاعتبار ومراعاة وجهات النظر المختلفة بهدف تعزيز ثقتهم بأنفسهم.
وفي إطار هذا المشروع، يعمل الشباب يدا بيد مع شركاء مختارين لتنفيذ أعمال النظافة وصيانة أرصفة الشوارع والإنارة والتشجير والطلاء في المناطق المحددة. وقد تبرع إتحاد المقاولون بالميزانية الأولية للمشروع، فيما تشمل المناطق المستهدفة منطقة إمبابة والزيتون والعجوزة من بين الكثير من المناطق في المراحل المقبلة.
ومن ناحية أخرى تمكنت وزارة الشباب من توظيف 250 شاب متطوع في تلك المبادرة وتم تقديم ملابس رسمية للعمل إليهم وأدوات تعينهم على بدء العمل مع المقاولين كي يصبحوا بذلك شركاء أكثر من مجرد مستفيدين مما يعزز شعور الانتماء لديهم في تلك المبادرة الشاملة.
وعلاوة على ذلك فقد تبنت عدة قنوات إعلامية وتلفزيونية مثل قناة سي بي سي الشهيرة مسؤولية متابعة أعمال المشروع طوال مدته، حيث لا يجهل أحد أهمية الإعلام في تعزيز ودعم مشاركة الشباب في مثل تلك المشروعات الوطنية لتنمية المناطق التي يعيشون فيها كي يكونوا مساهمين ومشاركين فاعلين في مجتمعهم بطريقة تعزز مهاراتهم وقدراتهم كمتخذي قرار.

'Our Youth Can Do': A participatory initiative to empower Cairo's youth

Egypt is one of the most populous countries in the Middle East, with almost 82.5 million people living in the country's major cities. Youth constitute a quarter of the Egyptian population, but they rarely participate in policy-making, collaborate with the government to solve problems, or make decisions regarding the present issues faced by the country.
Egyptian civil society has recently started increasing participation with the government in order to boost youth's role in socio-political life and to increase their participation as actors on the public level to be more engaged in civil work. Hence, a number of programs have been initiated, including one called "Supporting the Political Participation of Youth," which was launched by the Association of Development and Empowerment of Women in co-operation with the British Cultural Council in Egypt and other partners, in order to train local youth to participate in elections and to support their political participation.
In 2013, the Ministry of Housing launched an innovative initiative called "Our Youth Can Do," or Shababna Yekdar in Arabic. The project aims at developing informal areas in Cairo, starting with four districts — a total of 102 streets — to be improved by youth themselves.
One advantage of the project is that it incorporates many partners, including the Ministry of Local Development, the Ministry of Environment, and the Ministry of Youth, as well as corporate partners such as the Contractors' Union, and civil society NGOs. These different actors all work toward the goal of empowering youth in Cairo and supporting youth roles in sustainable development, since social participation is a cornerstone to improving living standards in the targeted areas. The program requires the youth volunteers to share their opinions of the targeted areas' needs, tools, requirements, and methods of development so that their points of view can be considered and to support their self-confidence.
Through "Our Youth Can Do," the youth work hand-in-hand with selected partners to conduct cleaning, lighting, planting, and painting projects, and maintain street platforms. The initial budget of the project was donated by the Contractors' Union, and the initial targeted areas include Embaba, El Zeitoun, and El Agouza.
The Ministry of Youth was able to recruit more than 250 youth as volunteers for this initiative. The volunteers were given official uniforms and tools to use while working with contractors in order to be understood as stakeholders rather than just beneficiaries.
Moreover, a number of privately-owned Egyptian TV channels, such as the renowned CBC station, pledged to follow the achievements accomplished by youth during the campaign. The media therefore has a role to play in empowering youth and supporting their engagement in national projects to develop the areas where they live, and turn the youth into stakeholders and actors in their community in a way that develops their skills and capacities as decision-makers.
