Tanah Merah: Tertolaknya kewarganegaraan penduduk miskin kota

Tanah Merah adalah sebuah bentuk pertumbuhan komunitas miskin yang tipikal di Jakarta pada masa Orde Baru dimana manajemen penataan ruang kota umumnya buruk dan tidak berfungsi. Pemukiman liar yang pada awalnya hanya dianggap sebagai bersifat sementara ternyata berkembang menjadi pemukiman permanen karena penduduknya mulai membangun rumah-rumah mereka dengan material yang tahan lama. Pemerintah kota jelas ikut bertangung jawab karena mereka juga yang diam-diam memberikan ijin tidak tertulis, dengan bayaran yang tidak resmi, dan membiarkan warga memperoleh berbagai pelayanan public seperti listrik dan lain-lain. A new political space for the poor of Jakarta?

"The poor of Jakarta" is the title of a 1975 article by Gustaf Papanek, in Development and Cultural Change. This article may be the first analytical account on the social and economic life of the urban poor in Jakarta. In this article, Papanek, a professor of economics at Boston University, describes the characteristics of the urban poor, based on a survey conducted in 1972. This survey found that the poor varied in their response to the government policies, but many of them were actually well-aware of government policies. They generally feel insecure about being evicted, as the city government at the time was actively accelerating public infrastructures development. Read more.

Free health services for Jakarta's poor

One of Jokowi-Ahok gubernatorial campaign’s promises was the provision of free access to health services for Jakarta’s poor. Soon after the inauguration Jokowi made good on his promises, handing over cards called “Kartu Jakarta Sehat” ("Jakarta Healthy Card") directly to the poor himself. By using the card, the poor could get free access to medicine, medical operations, and hospital rooms. Many observers have applauded Jokowi-Ahok’s move as a revolutionary affirmative welfare policy for the urban poor. Read more.

Layanan kesehatan gratis untuk kaum miskin Jakarta

Salah satu janji kampanye Jokowi-Ahok adalah pelayanan kesehatan gratis bagi penduduk Jakarta yang tergolong miskin. Tidak lama setelah dilantik Jokowi segera merealisasikan janjinya itu, pembagian “Kartu Jakarta Sehat” yang kadang-kadang dia sendiri yang membagikan langsung ke penduduk. Dengan menggunakan kartu sehat itu penduduk miskin dapat memperoleh akses secara gratis pelayanan kesehatan, seperti obat-obatan, operasi dan kamar di rumah sakit.
